The freight forwarder is a service provider who freely organizes and has carried out, under his responsibility and in his own name, the movement of goods from one place to another, according to the modes and means of his choice. Depending on the needs defined by the customer who holds the freight (goods intended for transport), he chooses the most appropriate mode or modes of transport (by sea, land or air), as well as the carriers best suited to ensure the movement of the goods. All of the activities of the freight forwarder are listed in Article R.1411-1 of the Transport Code. The company wishing to be a freight forwarder must be registered in the register of freight forwarders and meet the professional capacity requirements.

The examination to obtain the certificate of professional capacity for heavy transport and freight forwarding takes place each year on the 1st Wednesday of October of the current year. Registration is done online no later than 1 month before the date of the examination. Since the 2022 session, registration for the national examination of professional skills is subject to the payment of a fee of 30 euros established to cover the costs of organization and administrative management of the examination centers.
